In 2013, Peyser Associates led a team that produced a study called “P3 Opportunities for BART”. Commissioned by BART General Manager Grace Crunican, the report reviewed the definition of P3 as related to public transit, discussed the legal and regulatory environment and the experience with P3 in the US.  Finally the report reviewed a number of potential P3 opportunities for BART and found some good potential with regard to real estate development opportunities and long-term major capital projects.

Peyser Associates formed a team for the project that included former Undersecretary of Transportation Roy Kienitz of Roy Kienitz LLC and the Bay Area Council Economic Institute.
